By Siebert H.R. No. 538 75R10240 JHS-D R E S O L U T I O N 1-1 WHEREAS, The passing of Ruth L. Latham on March 17, 1997, at 1-2 the age of 78, has brought a great loss to the family and friends 1-3 of this esteemed woman; and 1-4 WHEREAS, A founding citizen of the city of Windcrest, 1-5 Mrs. Latham played an integral role in the development and growth 1-6 of this vital municipality; and 1-7 WHEREAS, This noteworthy woman was an active member of many 1-8 local organizations, including the Windcrest Garden Club, which she 1-9 founded and served as president, the Windcrest Women's and Arts and 1-10 Crafts clubs, and the Wimodausis Chapter No. 141 of the Eastern 1-11 Star; and 1-12 WHEREAS, Mrs. Latham served as president of the 1-13 Parent-Teacher Associations of MacArthur and Roosevelt high schools 1-14 and was a member of the board of directors of the Dr. Blossom 1-15 Scholarship Fund; a devoted member of the Eisenhauer Road Baptist 1-16 Church, this renowned civic leader set a positive example that 1-17 inspired her family, friends, and neighbors; and 1-18 WHEREAS, Ruth L. Latham was a woman of rare commitment, and 1-19 although her guidance and enthusiasm will be missed by all who knew 1-20 her, her spirit will certainly live on in the hearts and minds of 1-21 the many individuals whose lives she touched; now, therefore, be it 1-22 RESOLVED, That the House of Representatives of the 75th Texas 1-23 Legislature hereby pay tribute to the life of Ruth L. Latham and 1-24 extend sincere sympathy to the members of her family: to her 2-1 husband, James R. "Bob" Latham; to her son and daughter-in-law, 2-2 James Robert and Sherry Latham; to her daughters and sons-in-law, 2-3 Frances Ann and Dan Rigsbee and Salliebett and Al Tomei; to her 2-4 granddaughter, Elisabeth Rigsbee; to her brother, Atwell Lagow; to 2-5 her sisters, Frances Noster and Thelma Jo Ridel; and to the many 2-6 other relatives and friends of this beloved woman; and, be it 2-7 further 2-8 RESOLVED, That an official copy of this resolution be 2-9 prepared for the members of her family and that when the Texas 2-10 House of Representatives adjourns this day, it do so in memory of 2-11 Ruth L. Latham.
