R E S O L U T I O N

 1-1           WHEREAS, Jackie Bernard Carr was recently honored by the

 1-2     Texas Legislative Black Caucus as an Outstanding Texan, and this

 1-3     special recognition is indeed well deserved; and

 1-4           WHEREAS, He was graduated from Phillis Wheatley High School

 1-5     and attended Prairie View A&M University, where he attained his

 1-6     bachelor's and master's degrees, and he also pursued postgraduate

 1-7     studies as a student at the University of Michigan; and

 1-8           WHEREAS, Returning to his high school alma mater as coach of

 1-9     the junior varsity basketball team, Coach Carr compiled a

1-10     phenomenal record of 263 wins and 38 defeats over the course of the

1-11     next 10 years, and his teams captured eight city championships

1-12     during that time; and

1-13           WHEREAS, His exceptional abilities earned him the head

1-14     coaching position at Wheatley in 1968, and for the next 17 years,

1-15     the school's basketball team was known as one of the premier

1-16     programs in the state, earning four state championships, 11

1-17     district championships, and six regional titles; and

1-18           WHEREAS, Coach Carr came out of retirement in 1993 and again

1-19     took over the reins of the Wheatley High School boys' basketball

1-20     team, leading the Wildcats to an appearance at the state tournament

1-21     in 1997 and pushing his record as a head coach to 676 wins and 148

1-22     losses; and

1-23           WHEREAS, In recognition of his superb accomplishments, he was

1-24     named national High School Coach of the Year in 1972 and was chosen

 2-1     as Texas' High School Coach of the Year in 1973; and

 2-2           WHEREAS, A man of deep and abiding religious conviction, he

 2-3     shares his faith as an active member of the Mt. Corinth Missionary

 2-4     Baptist Church, where he serves the congregation as a deacon; and

 2-5           WHEREAS, Coach Carr has been supported in all his endeavors

 2-6     by his devoted wife, Gladys, and by his children, Sirtrenia,

 2-7     Jacqueline, and Stanley; and

 2-8           WHEREAS, Jackie Bernard Carr's remarkable achievements as a

 2-9     basketball coach have earned him a place of honor in the Lone Star

2-10     State's storied history of athletic achievement, and it is truly a

2-11     privilege to recognize him at this time; now, therefore, be it

2-12           RESOLVED, That the House of Representatives of the 75th Texas

2-13     Legislature hereby congratulate Jackie Bernard Carr on being named

2-14     an Outstanding Texan by the Texas Legislative Black Caucus; and, be

2-15     it further

2-16           RESOLVED, That an official copy of this resolution be

2-17     prepared for Coach Carr as an expression of high regard by the

2-18     Texas House of Representatives.
