R E S O L U T I O N

 1-1           WHEREAS, The University of Texas at Austin School of Nursing

 1-2     has chosen Dwayne Haught as its 1996-1997 Alumnus of the Year, and

 1-3     this honor is indeed deserving of special legislative recognition;

 1-4     and

 1-5           WHEREAS, A registered nurse, Mr. Haught is the administrator

 1-6     of the David Powell Clinic, which provides care for people in

 1-7     Central Texas living with AIDS/HIV; since accepting this vital

 1-8     post in 1991, he has increased the clinic's annual budget from

 1-9     $130,000 to $1.6 million through an active grant writing campaign

1-10     and has helped create a state-of-the-art health care facility for

1-11     the region's patients; and

1-12           WHEREAS, The David Powell Clinic was the first site in

1-13     Central Texas to offer specialized care to HIV-infected women, a

1-14     program instigated by Mr. Haught; the clinic was recently

1-15     designated as a "model program" by consultants from the Health

1-16     Resources and Services Administration of the U.S. Department of

1-17     Health and Human Services, and Mr. Haught was recognized for his

1-18     outstanding leadership and commitment to excellence; and

1-19           WHEREAS, A graduate of The University of Texas at Austin

1-20     School of Nursing and a former president of the school's alumni

1-21     association, this commendable individual received his undergraduate

1-22     degree from the University of Miami School of Nursing and earned

1-23     his professional nursing diploma from Pennsylvania's Sewickley

1-24     Valley Hospital School of Nursing; and

 2-1           WHEREAS, Mr. Haught's tremendous record of community service

 2-2     includes work as an AIDS/HIV consultant for the Austin/Travis

 2-3     County Indigent Health Care Task Force and a two-year stint as vice

 2-4     chair of Christopher House; he is an active member of the

 2-5     Association of Nurses in AIDS Care and the Austin Area Infection

 2-6     Control Council, and in 1995 he received the Fabulous Five Award

 2-7     from the Texas Nurses Association; and

 2-8           WHEREAS, Through his compassion, dedication, and genuine

 2-9     concern for people, Dwayne Haught has distinguished himself from

2-10     his peers, and his heroic service to the Austin community has

2-11     inspired countless individuals to donate their time and energy to a

2-12     variety of worthy causes; in an age of fewer and fewer true heroes,

2-13     this noteworthy citizen has become a role model to all who have the

2-14     good fortune of knowing him; now, therefore, be it

2-15           RESOLVED, That the House of Representatives of the 75th Texas

2-16     Legislature hereby congratulate Dwayne Haught on being selected as

2-17     The University of Texas at Austin School of Nursing's Alumnus of

2-18     the Year for 1996-1997 and extend to him sincere best wishes for

2-19     continued success and happiness in the years to come; and, be it

2-20     further

2-21           RESOLVED, That an official copy of this resolution be

2-22     prepared for Mr. Haught as an expression of high regard by the

2-23     Texas House of Representatives.
