R E S O L U T I O N 1-1 WHEREAS, Port Arthur resident Abdul-Hakim Muhammad has 1-2 distinguished himself as an outstanding civic leader, and his many 1-3 achievements are truly deserving of special praise at this time; 1-4 and 1-5 WHEREAS, The founder and president of Concerned Citizens for 1-6 Safer Streets, Mr. Muhammad led the group's efforts to rid their 1-7 hometown of street crime and illegal drugs, and initial efforts 1-8 resulted in a 40 percent decrease in the crime rate of the city's 1-9 west end; and 1-10 WHEREAS, The remarkable success of the organization's work 1-11 led to the creation of 11 similar groups across the city, and since 1-12 that time this initiative has driven more than 200 drug dealers off 1-13 the streets of Port Arthur; and 1-14 WHEREAS, Mr. Muhammad's leadership in this successful 1-15 endeavor has been recognized across the state, and he has been 1-16 accorded a number of honors, including the Governor's Volunteer 1-17 Award and the Port Arthur Police Department's First Citizen award; 1-18 he has also received awards from Delta Sigma Theta Sorority and 1-19 Constable Eddie Collins; and 1-20 WHEREAS, A vital and valued member of the community, 1-21 Mr. Muhammad is the chief security officer of leaser enforcement 1-22 for the Port Arthur Housing Authority and gives freely of his time 1-23 and talent to a host of worthy endeavors, serving as president of 1-24 the Port Arthur Neighborhood Action Council and as the scoutmaster 2-1 of Cub Scout Troop 69; and 2-2 WHEREAS, Abdul-Hakim Muhammad's welcome contributions to the 2-3 life of his community have greatly benefited his friends, his 2-4 neighbors, and his fellow Port Arthur residents, and it is indeed 2-5 appropriate that he be congratulated on his many accomplishments; 2-6 now, therefore, be it 2-7 RESOLVED, That the House of Representatives of the 75th Texas 2-8 Legislature hereby honor Abdul-Hakim Muhammad for his outstanding 2-9 record of public service and extend to him sincere best wishes for 2-10 continued success and happiness in the future; and, be it further 2-11 RESOLVED, That an official copy of this resolution be 2-12 prepared for Mr. Muhammad as an expression of high regard by the 2-13 Texas House of Representatives.
