                                 R E S O L U T I O N

 1-1           WHEREAS, The Texas House of Representatives is proud to honor

 1-2     Robert Franks of B.S.A. Troop 604 in Houston on completing the

 1-3     requirements necessary to attain the notable rank of Eagle Scout;

 1-4     and

 1-5           WHEREAS, The son of Orlan H. Franks, Jr., and Elizabeth

 1-6     Houston Franks, he has consistently exemplified the high ideals of

 1-7     scouting and shown commendable perseverance in the pursuit of his

 1-8     goals; and

 1-9           WHEREAS, Receiving the Eagle Scout badge is an extremely rare

1-10     honor, bestowed on only a fraction of those who enter scouting, and

1-11     by successfully fulfilling the rank's criteria, Robert Franks has

1-12     achieved a truly remarkable feat; and

1-13           WHEREAS, Eagle Scout Franks has demonstrated outstanding

1-14     leadership ability as assistant senior patrol leader and patrol

1-15     leader and over the past three years led Troop 604 to first-place

1-16     and second-place finishes at the annual first aid competition;

1-17     additionally, through his proficiency in various crafts and skills,

1-18     he has earned 24 merit badges; and

1-19           WHEREAS, In addition to his accomplishments as a scout, this

1-20     highly motivated young man is a 1995 attendee of the Colorado

1-21     Outward Bound School; he has served as second brigade command

1-22     sergeant major in Army JROTC at Lamar High School and received

1-23     early notification of acceptance to attend Texas A&M University;

1-24     and

 2-1           WHEREAS, In a traditional ceremony of the Eagle Scout Court

 2-2     of Honor befitting his newly attained rank among scouting's elite,

 2-3     Eagle Scout Franks will be awarded his silver insignia on May 3,

 2-4     1997, at St. Stephen's United Methodist Church, and it is indeed a

 2-5     privilege to recognize him on this significant occasion; now,

 2-6     therefore, be it

 2-7           RESOLVED, That the House of Representatives of the 75th Texas

 2-8     Legislature hereby congratulate Robert Franks on attaining the rank

 2-9     of Eagle Scout and extend to him sincere best wishes for continued

2-10     happiness and success in the future; and, be it further

2-11           RESOLVED, That an official copy of this resolution be

2-12     prepared for Mr. Franks as an expression of high regard by the

2-13     Texas House of Representatives.
