R E S O L U T I O N

 1-1           WHEREAS, Sergeant Eddie W. Pinchback was recently designated

 1-2     by the Texas Legislative Black Caucus as an Outstanding Texan and

 1-3     this honor is indeed well deserved; and

 1-4           WHEREAS, This exemplary Texan was graduated from Carver High

 1-5     School in Lockhart, Texas, and began the pursuit of his higher

 1-6     education at St. Philip's College; he then went on to attain his

 1-7     bachelor of science degree in law enforcement at Southwest Texas

 1-8     State University and also completed graduate work at the University

 1-9     of Texas at San Antonio and Sam Houston State University; and

1-10           WHEREAS, In 1965 he began his career with the San Antonio

1-11     Police Department as a patrol officer and ascended through the

1-12     ranks to become a detective-investigator and later a sergeant while

1-13     working in such demanding areas as homicide, internal affairs, and

1-14     crime prevention; throughout his many years on the force until his

1-15     retirement in 1997, Sergeant Pinchback set standards of excellence

1-16     in law enforcement to which all can aspire; and

1-17           WHEREAS, During his tenure with the San Antonio Police

1-18     Department he also served as an instructor in such varied subjects

1-19     as community relations, homicide investigation, and crime

1-20     prevention, was chairman of the San Antonio Police Officers

1-21     Association Political Action Committee, and assisted the department

1-22     in collecting funds for the United Way, Muscular Dystrophy

1-23     Association, and UNCF; and

1-24           WHEREAS, He has also made significant contributions to his

 2-1     community through his work with such worthy organizations as the

 2-2     San Antonio Black Police Officers Coalition, San Antonio Police

 2-3     Officers Association, International Society of Crime Prevention

 2-4     Practitioners, and the Alamo Area Crime Prevention Association; and

 2-5           WHEREAS, Among the many accolades he has received in

 2-6     recognition of his meritorious efforts are the Owen Kilday Memorial

 2-7     Award, Dr. W. V. Hurd Memorial Award, Omega Man of the Year for

 2-8     1994, and Ninth District Man of the Year for 1995; and

 2-9           WHEREAS, A person of deep and abiding religious conviction,

2-10     he shares his faith as an active member of the East St. Paul United

2-11     Methodist Church, where he serves the congregation as chairman of

2-12     the board of trustees and as a member of both the administrative

2-13     and usher boards; and

2-14           WHEREAS, He has been supported in all his endeavors by his

2-15     wife, Janice, and his two children, Adrienne and Steffanie; and

2-16           WHEREAS, Sergeant Pinchback has devoted his life to the

2-17     safety and well-being of his fellowman through his work with the

2-18     San Antonio Police Department and his many notable accomplishments

2-19     in this regard are indeed worthy of special legislative

2-20     recognition; now, therefore, be it

2-21           RESOLVED, That the House of Representatives of the 75th Texas

2-22     Legislature hereby congratulate Eddie W. Pinchback on being named

2-23     an Outstanding Texan by the Texas Legislative Black Caucus; and, be

2-24     it further  RESOLVED, That an official copy of this resolution be

2-25     prepared for Sergeant Pinchback as an expression of high regard by

2-26     the Texas House of Representatives.
