R E S O L U T I O N

 1-1           BE IT RESOLVED by the House of Representatives of the State

 1-2     of Texas, 75th Legislature, Regular Session, 1997, That House Rule

 1-3     13, Section 9(a), be suspended in part as provided by House Rule

 1-4     Section 13, Section 9(f), to enable the conference committee

 1-5     appointed to resolve the differences on House Bill No. 2777 to

 1-6     consider and take action on the following matters:

 1-7           (1)  House Rule 13, Section 9(a)(4), is suspended to permit

 1-8     the committee to add text to amended Section 9.12(a), Chapter 655,

 1-9     Acts of the 74th Legislature, Regular Session, 1995, to read as

1-10     follows:

1-11                 "(1)  shall give priority to the design and development

1-12     of computer hardware and software for and provide technical support

1-13     relating to the integrated eligibility determination system;".

1-14           Explanation:  This change is necessary to ensure that the

1-15     Health and Human Services Commission gives priority to the design

1-16     and development of computer hardware and software and provides

1-17     related technical support in the development and implementation of

1-18     a plan for the integration of services and functions relating to

1-19     eligibility determination and service delivery.

1-20           (2)  House Rule 13, Section 9(a)(4), is suspended to permit

1-21     the committee to add text to amended Section 9.12(d), Chapter 655,

1-22     Acts of the 74th Legislature, Regular Session, 1995, to read as

1-23     follows:

1-24           "and meets the criteria set out in the cost-benefit analysis

 2-1     described in this subsection.  Before the awarding of a contract,

 2-2     the commission shall provide a detailed cost-benefit analysis to

 2-3     the governor, the Legislative Budget Board, and the Texas

 2-4     Integrated Enrollment Services Legislative Oversight Committee

 2-5     established under Section 531.202, Government Code.  The analysis

 2-6     must demonstrate the cost-effectiveness of the plan, mechanisms for

 2-7     monitoring performance under the plan, and specific improvements to

 2-8     the service delivery system and client access made by the plan.

 2-9     The commission shall make the analysis available to the public."

2-10           Explanation:  This change is necessary to ensure that a

2-11     detailed cost-benefit analysis of the plan for the integration of

2-12     services and functions relating to eligibility determination and

2-13     service delivery is conducted by the Health and Human Services

2-14     Commission before the commission awards a contract for

2-15     implementation of all or part of the plan.
