R E S O L U T I O N

 1-1           BE IT RESOLVED by the House of Representatives of the State

 1-2     of Texas, 75th Legislature, Regular Session, 1997, That House Rule

 1-3     13, Section 9(a), be suspended in part as provided by House Rule

 1-4     13, Section 9(f), to enable the conference committee appointed to

 1-5     resolve the differences on House Bill No. 298 to consider and take

 1-6     action on the following specific matters:

 1-7           (1)  House Rule 13, Section 9(a)(1), is suspended to permit

 1-8     the committee to change text not in disagreement in Section 6 of

 1-9     the bill, adding a new section to Subchapter A, Chapter 41,

1-10     Election Code, to read as follows:

1-11           Sec. 41.0053.  ELECTIONS ON SPRING UNIFORM DATE IN CERTAIN

1-12     POLITICAL SUBDIVISIONS.  (a)  This section applies only to:

1-13                 (1)  a city with a population of more than 450,000 in

1-14     which all members of the city's governing body are elected at

1-15     large;

1-16                 (2)  an independent school district or public junior

1-17     college district with a service area that is primarily the same as

1-18     that of a city described by Subdivision (1); and

1-19                 (3)  a metropolitan transit authority with a principal

1-20     city described by Subdivision (1).

1-21           (b)  A general or special election of officers of a political

1-22     subdivision covered by this section shall be held on the spring

1-23     uniform election date.

1-24           Explanation: This change is necessary to ensure that the

 2-1     elections are held on a prescribed uniform election date.

 2-2           (2)  House Rule 13, Section 9(a)(1), is suspended to permit

 2-3     the committee to change text not in disagreement in Section 6 of

 2-4     the bill, amending Section 7(c), Chapter 429, Acts of the 70th

 2-5     Legislature, Regular Session, 1987, to read as follows:

 2-6           (c)  The directors elected at the first election shall draw

 2-7     lots for three four-year terms and two two-year terms. Thereafter,

 2-8     all directors shall serve four-year terms, and all director's

 2-9     elections shall occur on the spring uniform [May general] election

2-10     date of even-numbered years.

2-11           Explanation: This change is necessary for the reason provided

2-12     in the preceding explanation.
