                                 R E S O L U T I O N

 1-1           WHEREAS, Dr. Ying Li is an accomplished scientist and

 1-2     businesswoman who has had a tremendous impact on the Lone Star

 1-3     State's burgeoning high technology industry, and she is indeed

 1-4     deserving of special legislative recognition; and

 1-5           WHEREAS, A native of Beijing, China, she has been a resident

 1-6     of Texas for 16 years and a citizen since 1992; after graduating

 1-7     from Beijing University, she went on to earn a doctorate in solid

 1-8     state physics from The University of Texas at Austin and has

 1-9     conducted postgraduate research at the university's

1-10     Microelectronics Research Center; and

1-11           WHEREAS, Dr. Ying Li then embarked on a successful career

1-12     with Advanced Micro Devices, Inc., a major high tech company with

1-13     manufacturing facilities in Austin; while there she created an

1-14     advanced functional analytical lab to produce a new generation of

1-15     microchips, earned a patent from the United States Patent and Trade

1-16     Office for one of her inventions, and published several papers in

1-17     IEEE Electron Device Letters; and

1-18           WHEREAS, This innovative entrepreneur is also the founder and

1-19     president of Eastern Sea Consulting Company and Eastern Sea, Inc.,

1-20     and over the past year, she has earned a reputation both locally

1-21     and abroad as an expert in international trade, leading several

1-22     trade missions to China in behalf of Austin-based high technology

1-23     companies; she has further advanced trade efforts by establishing

1-24     the Texas Asian Chamber of Commerce, and this worthy endeavor has

 2-1     drawn the support of United States Congressman Lloyd Doggett and

 2-2     Governor George W. Bush; and

 2-3           WHEREAS, Her hard work as a founding member of the Texas

 2-4     Coalition for U.S.--China Commercial Relations, an advocacy group

 2-5     that includes Motorola, Boeing, and Dresser Industries, came to

 2-6     fruition recently when she was selected to address several

 2-7     congressional committees, and she is also joining with such

 2-8     well-known businesses as Arter & Hadden, Price Waterhouse, A. T.

 2-9     Kearney, and others to form Eastern Sea 2000: A Strategic Alliance

2-10     for Expanding U.S.--China Commercial Relations, 1997-2000; and

2-11           WHEREAS, In addition, Dr. Ying Li will soon host a trade

2-12     delegation from China's Yunnan Province, a sister province of the

2-13     State of Texas, and Chinese officials have already asked her to

2-14     organize and lead a Texas delegation to Yunnan Province in the fall

2-15     of this year; and

2-16           WHEREAS, Throughout her remarkable career, Dr. Ying Li has

2-17     made significant progress in expanding commercial relations between

2-18     the businesses and people of the State of Texas and those of the

2-19     People's Republic of China, and the members of this chamber are

2-20     pleased to honor her for her outstanding work at this time; now,

2-21     therefore, be it

2-22           RESOLVED, That the House of Representatives of the 75th Texas

2-23     Legislature hereby recognize Dr. Ying Li as a Special Envoy for the

2-24     State of Texas to the People's Republic of China and extend to her

2-25     best wishes in her efforts to aid both the Asian community and

2-26     Texas-based companies seeking commercial links with their Chinese

2-27     counterparts; and, be it further

 3-1           RESOLVED, That an official copy of this resolution be

 3-2     prepared for Dr. Ying Li as an expression of high regard by the

 3-3     Texas House of Representatives.
