R E S O L U T I O N

 1-1           BE IT RESOLVED by the House of Representatives of the State

 1-2     of Texas, 75th Legislature, Regular Session, 1997, That House Rule

 1-3     13, Section 9(a), be suspended in part as provided by House Rule

 1-4     13, Section 9(f), to enable the conference committee appointed to

 1-5     resolve the differences on S.B. 1311 to consider and take action on

 1-6     the following matters:

 1-7           1.  House Rule 13, Sections 9(a)(1) and (3), are suspended to

 1-8     permit the committee to add new SECTIONS 2(a) and (b) of the bill

 1-9     to read as follows:

1-10           SECTION 2.  (a)  This Act takes effect September 1, 1999.

1-11           (b)  The Texas Higher Education Coordinating Board shall make

1-12     grants under the Texas-Washington, D.C., Intern Scholarship Program

1-13     beginning when the coordinating board determines sufficient funds

1-14     are available to provide a reasonable  number of grants, but not

1-15     earlier than the 2000 spring semester.

1-16           Explanation:  This change is necessary to provide that the

1-17     Texas Higher Education Coordinating Board may not begin awarding

1-18     scholarships before the 2000 spring semester and to change the

1-19     effective date of the Act to September 1, 1999.
