By Solis H.R. No. 1339 75R17413 JHS-D R E S O L U T I O N 1-1 WHEREAS, Colonel H. William "Bill" Card, Jr., has served the 1-2 citizens of Harlingen as mayor since 1987, and the members of this 1-3 chamber are proud to honor him for his many achievements as a 1-4 public servant; and 1-5 WHEREAS, A prominent local businessman, Mayor Card is a 1-6 director of and consultant for the Texas Commerce Bank-Rio Grande 1-7 Valley board of directors; he has previously served as vice 1-8 chairman of the board of NCNB and as president of Interfirst Bank 1-9 of Harlingen and currently serves on the advisory board of San 1-10 Benito Bank and Trust; and 1-11 WHEREAS, This patriotic gentleman served 29 years in the U.S. 1-12 Marine Corps and is a graduate of the National War College in 1-13 Washington, D.C.; his service culminated in a staff assignment with 1-14 the Joint Chiefs of Staff, and he later served as commandant of 1-15 cadets, senior marine instructor, and director of development of 1-16 Harlingen's Marine Military Academy; and 1-17 WHEREAS, Mayor Card's community involvement includes 1-18 leadership positions with the Rio Grande Valley Chamber of Commerce 1-19 as well as the Harlingen Chamber of Commerce; in addition, he is a 1-20 former member of the National Advisory Council of the Small 1-21 Business Administration, a past chairman of the Lower Rio Grande 1-22 Valley Advisory Council of the Small Business Administration, and 1-23 serves as president of the Lower Rio Grande Valley Development 1-24 Council; and 2-1 WHEREAS, Among the many civic organizations with which this 2-2 remarkable man has been associated are the United Fund, the 2-3 American Heart Association, the YWCA, the Muscular Dystrophy 2-4 Association, and the Easter Seals Chapter of Cameron County; and 2-5 WHEREAS, Mayor Card and his wife, the former Garrison Good, 2-6 have been blessed with four children, Geraldine Maxfield, Cheryl 2-7 Gray, Bill Card III, and Patricia Smith, and the Cards are active 2-8 members of St. Alban's Episcopal Church, which Mayor Card has 2-9 served as senior warden and vestryman; and 2-10 WHEREAS, Mayor Card has earned the trust and respect of his 2-11 fellow citizens during his decade in office, and his leadership and 2-12 guidance will be missed by the members of this community when his 2-13 years of service come to an end; now, therefore, be it 2-14 RESOLVED, That the House of Representatives of the 75th Texas 2-15 Legislature hereby honor Harlingen Mayor Bill Card for his years of 2-16 service to the citizens of Harlingen and extend to him sincere best 2-17 wishes for continued success and happiness in all his future 2-18 endeavors; and, be it further 2-19 RESOLVED, That an official copy of this resolution be 2-20 prepared for Mayor Card as an expression of high regard by the 2-21 Texas House of Representatives.
