No. 1370 75R17568 JHS-D R E S O L U T I O N 1-1 WHEREAS, The tragic loss of San Marcos Police Chief James L. 1-2 "Larry" Kendrick has left an immeasurable void in the lives of the 1-3 family and many friends of this beloved public servant; and 1-4 WHEREAS, A native of Houston, Chief Kendrick earned a degree 1-5 in criminal justice in 1977, graduating summa cum laude from the 1-6 University of Houston, and in 1983, he completed the FBI National 1-7 Academy; and 1-8 WHEREAS, He joined the Houston Police Department in 1971 and 1-9 enjoyed a distinguished 22-year career with that organization; in 1-10 1990, he attained the rank of assistant chief of police, and during 1-11 his three-year tenure in that capacity, he served as support 1-12 services manager, professional standards commander, executive board 1-13 coordinator, and commander of management services; and 1-14 WHEREAS, The department's Manager of the Year in 1990, Chief 1-15 Kendrick served as liaison to the legislature in 1989 and 1991 and 1-16 was the coordinator of Project Oasis, which focused on revitalizing 1-17 local housing projects; and 1-18 WHEREAS, Since being named chief of the San Marcos Police 1-19 Department in 1993, Chief Kendrick initiated a number of 1-20 outstanding programs, including the Police Advisory Committee and 1-21 the Citizen Police Academy, and his commitment to enhancing the 1-22 relationship between the members of the community and the employees 1-23 of the police department earned him the respect and admiration of 1-24 all who knew him; and 2-1 WHEREAS, In an effort to address the concerns of the young 2-2 people of San Marcos, Chief Kendrick established the position of 2-3 school resource officer for the public school system and developed 2-4 a community Gang Task Force; this remarkable individual also served 2-5 as a mentor for the Volunteers in Public Schools program and was a 2-6 board member of the Youth Services Bureau; and 2-7 WHEREAS, Highly regarded by the members of the police force 2-8 for his professionalism and candor, this Vietnam veteran took an 2-9 active role in the life of the San Marcos community as a dedicated 2-10 volunteer; his civic involvement included membership in the Lions 2-11 Club, Leadership San Marcos, and the United Way, chairing the 2-12 organization's record-setting 1996 and 1997 fund-raising campaigns; 2-13 and 2-14 WHEREAS, James L. "Larry" Kendrick was a man of compassion, 2-15 honesty, and integrity, and although he will be deeply missed, his 2-16 spirit will undoubtedly live on in the hearts of the many people 2-17 whose lives he touched; now, therefore, be it 2-18 RESOLVED, That the House of Representatives of the 75th Texas 2-19 Legislature hereby pay tribute to the life of San Marcos Police 2-20 Chief James L. "Larry" Kendrick and extend sincere sympathy to the 2-21 members of his family: to his wife, Lydia Kendrick; to his 2-22 children, James Elliott "Jimmy" Kendrick and Rebecca Diane 2-23 Kendrick; to his mother, Pat Meeker; to his stepmother, Violet 2-24 Kendrick; to his four sisters; and to the many other relatives and 2-25 friends of this esteemed officer; and, be it further 2-26 RESOLVED, That an official copy of this resolution be 2-27 prepared for the members of his family and that when the Texas 3-1 House of Representatives adjourns this day, it do so in memory of 3-2 Chief Kendrick.
