AN ACT

 1-1     relating to the composition of the lake planning commission of Lake

 1-2     Tawakoni and Lake Ray Roberts.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 231.107, Local Government Code, is

 1-5     amended by amending Subsection (a) and adding Subsection (d) to

 1-6     read as follows:

 1-7           (a)  A lake planning commission is established for the lake

 1-8     area in the county and is composed of:

 1-9                 (1)  three residents of the affected precincts who own

1-10     land in the county, appointed by the county judge of the county;

1-11                 (2)  one resident of each commissioners precinct that

1-12     is affected, appointed by the county commissioner for that

1-13     precinct, and if only one precinct is affected, the commissioner

1-14     shall appoint two; and

1-15                 (3)  the mayor of each municipality the territory or

1-16     extraterritorial jurisdiction of which [that] includes any part of

1-17     the lake area in the county.

1-18           (d)  A mayor serving on the commission may designate another

1-19     person to serve in place of the mayor at one or more commission

1-20     meetings.

1-21           SECTION 2.  This Act takes effect September 1, 1997.

1-22           SECTION 3.  The importance of this legislation and the

1-23     crowded condition of the calendars in both houses create an

 2-1     emergency and an imperative public necessity that the

 2-2     constitutional rule requiring bills to be read on three several

 2-3     days in each house be suspended, and this rule is hereby suspended.
