                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to state lottery contracts.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  Section 466.014, Government Code, is amended by

 1-4     adding Subsections (d) and (e) to read as follows:

 1-5           (d)  A contract under Subsection (b) may not have a duration

 1-6     of more than four years.

 1-7           (e)  The executive director shall use a competitive bidding

 1-8     process that complies with Section 2155.132 of this code and

 1-9     Section 113.11, Title 1, Texas Administrative Code, to award a

1-10     contract under Subsection (b).

1-11           SECTION 2.  This Act takes effect September 1, 1997, and

1-12     applies only to a contract entered into or renewed on or after that

1-13     date.  A contract entered into before the effective date of this

1-14     Act is governed by the law applicable to the contract at the time

1-15     the contract was entered into, and that law is continued in effect

1-16     for that purpose.

1-17           SECTION 3.  The importance of this legislation and the

1-18     crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended.
