No. 238 1-2 (In the Senate - Filed January 17, 1997; January 21, 1997, 1-3 read first time and referred to Committee on State Affairs; 1-4 February 19, 1997, reported favorably by the following vote: Yeas 1-5 13, Nays 0; February 19, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to state lottery contracts. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Section 466.014, Government Code, is amended by 1-11 adding Subsections (d) and (e) to read as follows: 1-12 (d) A contract under Subsection (b) may not have a duration 1-13 of more than four years. 1-14 (e) The executive director shall use a competitive bidding 1-15 process that complies with Section 2155.132 of this code and 1-16 Section 113.11, Title 1, Texas Administrative Code, to award a 1-17 contract under Subsection (b). 1-18 SECTION 2. This Act takes effect September 1, 1997, and 1-19 applies only to a contract entered into or renewed on or after that 1-20 date. A contract entered into before the effective date of this 1-21 Act is governed by the law applicable to the contract at the time 1-22 the contract was entered into, and that law is continued in effect 1-23 for that purpose. 1-24 SECTION 3. The importance of this legislation and the 1-25 crowded condition of the calendars in both houses create an 1-26 emergency and an imperative public necessity that the 1-27 constitutional rule requiring bills to be read on three several 1-28 days in each house be suspended, and this rule is hereby suspended. 1-29 * * * * *
