A BILL TO BE ENTITLED
AN ACT
1-1 relating to the experience credited in placing a public school
1-2 teacher or librarian on the state minimum salary schedule.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Subsection (c), Section 21.403, Education Code,
1-5 is amended to read as follows:
1-6 (c) The commissioner, in consultation with the State Board
1-7 for Educator Certification, shall adopt rules for determining the
1-8 experience for which a teacher or librarian is to be given credit
1-9 in placing the teacher or librarian on the minimum salary schedule.
1-10 A [In determining the placement of a teacher or librarian on the
1-11 minimum salary schedule, a] district shall credit the teacher or
1-12 librarian [person] for each year of experience without regard to
1-13 whether the years are consecutive.
1-14 SECTION 2. The commissioner of education shall adopt rules
1-15 for determining the experience for which a public school teacher or
1-16 librarian is to be given credit in placing the teacher or librarian
1-17 on the state minimum salary schedule, as required by Subsection
1-18 (c), Section 21.403, Education Code, as amended by this Act, not
1-19 later than January 1, 1998.
1-20 SECTION 3. The importance of this legislation and the
1-21 crowded condition of the calendars in both houses create an
1-22 emergency and an imperative public necessity that the
1-23 constitutional rule requiring bills to be read on three several
2-1 days in each house be suspended, and this rule is hereby suspended,
2-2 and that this Act take effect and be in force from and after its
2-3 passage, and it is so enacted.

2-6 Section 21.403(c), Education Code (Senate Engrossment, page 1,
2-7 lines 6 and 7), by striking ", in consultation with the State Board
2-8 for Educator Certification,".
