                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the fees paid in certain counties for the purpose of

 1-2     road and bridge maintenance and construction.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Amend Section 502.108 of the Transportation Code

 1-5     by adding paragraph (g) to read as follows:

 1-6           Section 502.108.  Use of Registration Fees Retained by County

 1-7     (g)A commissioners court of a county with a population of 2.8

 1-8     million or more using funds provided under this chapter shall

 1-9     allocate such funds proportionately during each fiscal year for

1-10     road projects among the unincorporated regions of the county and

1-11     each of the municipalities within the county.  This apportionment

1-12     must be based on the population of each of the municipalities and

1-13     of the unincorporated regions of the county.

1-14           SECTION 2.  This Act takes effect September 1, 1997.

1-15           SECTION 3.  The importance of this legislation and the

1-16     crowded condition of the calendars in both houses create an

1-17     emergency and an imperative public necessity that the

1-18     constitutional rule requiring bills to be read on three several

1-19     days in each house be suspended, and this rule is hereby suspended.
