                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the training of certain law enforcement officers and

 1-3     county jailers.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 415.032, Government Code, is amended by

 1-6     adding Subsection (e) to read as follows:

 1-7           (e)  As part of the minimum curriculum requirements for

 1-8     preparatory courses and programs, the commission shall require

 1-9     courses and programs of instruction on federal and state statutes

1-10     that relate to employment issues affecting officers and county

1-11     jailers, including statutes that govern:

1-12                 (1)  civil service;

1-13                 (2)  compensation, including overtime compensation,

1-14     and vacation time;

1-15                 (3)  personnel files and other employee records;

1-16                 (4)  management-employee relations in law enforcement

1-17     organizations;

1-18                 (5)  work-related injuries;

1-19                 (6)  complaints and investigations of employee

1-20     misconduct; and

1-21                 (7)  disciplinary actions and the appeal of

1-22     disciplinary actions.

1-23           SECTION 2.   This Act takes effect September 1, 1997.

1-24           SECTION 3.  The importance of this legislation and the

 2-1     crowded condition of the calendars in both houses create an

 2-2     emergency and an imperative public necessity that the

 2-3     constitutional rule requiring bills to be read on three several

 2-4     days in each house be suspended, and this rule is hereby suspended.
