No. 346 1-2 (In the Senate - Filed January 29, 1997; February 3, 1997, 1-3 read first time and referred to Committee on Intergovernmental 1-4 Relations; March 6, 1997, reported favorably by the following vote: 1-5 Yeas 11, Nays 0; March 6, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the training of certain law enforcement officers and 1-9 county jailers. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 415.032, Government Code, is amended by 1-12 adding Subsection (e) to read as follows: 1-13 (e) As part of the minimum curriculum requirements for 1-14 preparatory courses and programs, the commission shall require 1-15 courses and programs of instruction on federal and state statutes 1-16 that relate to employment issues affecting officers and county 1-17 jailers, including statutes that govern: 1-18 (1) civil service; 1-19 (2) compensation, including overtime compensation, 1-20 and vacation time; 1-21 (3) personnel files and other employee records; 1-22 (4) management-employee relations in law enforcement 1-23 organizations; 1-24 (5) work-related injuries; 1-25 (6) complaints and investigations of employee 1-26 misconduct; and 1-27 (7) disciplinary actions and the appeal of 1-28 disciplinary actions. 1-29 SECTION 2. This Act takes effect September 1, 1997. 1-30 SECTION 3. The importance of this legislation and the 1-31 crowded condition of the calendars in both houses create an 1-32 emergency and an imperative public necessity that the 1-33 constitutional rule requiring bills to be read on three several 1-34 days in each house be suspended, and this rule is hereby suspended. 1-35 * * * * *
