                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the review and continuation of certain state agencies

 1-3     subject to the Texas Sunset Act.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 74.127(a), Agriculture Code, is amended

 1-6     to read as follows:

 1-7           (a)  The board of directors of the official cotton growers'

 1-8     boll weevil eradication foundation is subject to Chapter 325,

 1-9     Government Code  (Texas Sunset Act).  Unless continued in existence

1-10     as provided by that chapter, the board is abolished and this

1-11     subchapter expires September 1, 2003 [2004].

1-12           SECTION 2.  Subchapter B, Chapter 2003, Government Code, is

1-13     amended by adding Section 2003.023 to read as follows:

1-14           Sec. 2003.023.  SUNSET PROVISION.  The State Office of

1-15     Administrative Hearings is subject to review under Chapter 325

1-16     (Texas Sunset Act), but is not abolished under that chapter.  The

1-17     office shall be reviewed during the periods in which state agencies

1-18     abolished in 2003 and every 12th year after 2003 are reviewed.

1-19           SECTION 3.  Section 88.524(b), Education Code, is amended to

1-20     read as follows:

1-21           (b)  The Equine Research Account Advisory Committee is

1-22     subject to Chapter 325, Government Code (Texas Sunset Act). Unless

1-23     continued in existence as provided by that chapter, the advisory

1-24     committee is abolished and this subchapter expires September 1,

 2-1     2005 [2001].

 2-2           SECTION 4.  Section 3.606(f), Public Utility Regulatory Act

 2-3     of 1995 (Article 1446c-0, Vernon's Texas Civil Statutes), is

 2-4     amended to read as follows:

 2-5           (f)  The Telecommunications Infrastructure Fund Board [board]

 2-6     is subject to Chapters 551 and 2001, Government Code.  The board is

 2-7     subject to Chapter 325, Government Code (Texas Sunset Act). Unless

 2-8     continued in existence as provided by that chapter, the [advisory]

 2-9     board is abolished and this section expires [expire] September 1,

2-10     2005 [2006].

2-11           SECTION 5.  This Act takes effect September 1, 1997.

2-12           SECTION 6.  The importance of this legislation and the

2-13     crowded condition of the calendars in both houses create an

2-14     emergency and an imperative public necessity that the

2-15     constitutional rule requiring bills to be read on three several

2-16     days in each house be suspended, and this rule is hereby suspended.
