                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the quorum requirements for the board of directors of

 1-3     the Cypress Valley Navigation District.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 7, Chapter 715, Acts of the 59th

 1-6     Legislature, Regular Session, 1965 (Article 8280-340, Vernon's

 1-7     Texas Civil Statutes), is amended to read as follows:

 1-8           Sec. 7.  At the first meeting of the Board after this Act

 1-9     becomes effective and the initial Board of Directors, as herein

1-10     designated,  have qualified for and have taken office, and at the

1-11     first meeting of the Board held in the month of January of each

1-12     odd-numbered year commencing with the year 1965, there shall be

1-13     appointed by majority of the Board of Directors from its membership

1-14     a Chairman, a Vice Chairman, a Secretary-Treasurer (these two

1-15     offices to be combined) and, if deemed proper, an Assistant

1-16     Secretary and an Assistant Treasurer who need not be a member of

1-17     the Board of Directors and who may be granted limited powers in the

1-18     bylaws.  The officers so appointed shall serve for a term of two

1-19     (2) years and until their successors have been appointed except

1-20     that the Assistant Secretary and the Assistant Treasurer, if such

1-21     officers are appointed shall hold office at the pleasure of the

1-22     Board.  A quorum at all meetings of the Board of Directors shall

1-23     consist of not less than six [eight (8)] members.  All regular and

1-24     special meetings of the Board of Directors shall be held as

 2-1     provided for by the bylaws and notice of all such meetings shall be

 2-2     given as required by the bylaws.

 2-3           SECTION 2.  The importance of this legislation and the

 2-4     crowded condition of the calendars in both houses create an

 2-5     emergency and an imperative public necessity that the

 2-6     constitutional rule requiring bills to be read on three several

 2-7     days in each house be suspended, and this rule is hereby suspended,

 2-8     and that this Act take effect and be in force from and after its

 2-9     passage, and it is so enacted.
