No. 417 as follows: 1-8 (1) In SECTION 1 of the bill, Section 301.0655(c) (page 1, 1-9 line 35), strike "February 1, 1999" and substitute "December 15, 1-10 1998". 1-11 (2) In SECTION 1 of the bill, Section 301.0655(d) (page 1, 1-12 line 40), strike "March 1, 1999" and substitute "January 15, 1999". 1-13 A BILL TO BE ENTITLED 1-14 AN ACT 1-15 relating to a report by the Texas Workforce Commission regarding 1-16 implementation of the integration of certain state services 1-17 regarding workforce development. 1-18 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-19 SECTION 1. Subchapter D, Chapter 301, Labor Code, is amended 1-20 by adding Section 301.0655 to read as follows: 1-21 Sec. 301.0655. REPORT. (a) The commission shall prepare a 1-22 comprehensive report on the efforts made by this state in 1-23 integrating the delivery of state services regarding job training, 1-24 employment, employment-related educational programs, career 1-25 development programs, and other workforce development programs. 1-26 (b) The report must include: 1-27 (1) an analysis of the implementation of the "one-stop 1-28 for service" program required to be provided under the local 1-29 workforce development system; 1-30 (2) issues and problems to be addressed by the 1-31 commission in integrating the delivery of services; and 1-32 (3) a proposed date for final implementation of the 1-33 integration of all services provided locally and integrated into 1-34 the network of full-service career development centers. 1-35 (c) Not later than February 1, 1999, the commission shall 1-36 issue the report to the governor, the lieutenant governor, the 1-37 speaker of the house of representatives, and the governing bodies 1-38 of each state agency charged with duties related to workforce 1-39 development in this state. 1-40 (d) This section expires March 1, 1999. 1-41 SECTION 2. The importance of this legislation and the 1-42 crowded condition of the calendars in both houses create an 1-43 emergency and an imperative public necessity that the 1-44 constitutional rule requiring bills to be read on three several 1-45 days in each house be suspended, and this rule is hereby suspended, 1-46 and that this Act take effect and be in force from and after its 1-47 passage, and it is so enacted. 1-48 * * * * *
