                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to a requirement of a driving safety course for renewal of

 1-3     certain persons' driver's licenses.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter M, Chapter 521, Transportation Code,

 1-6     is amended by adding Section 521.275 to read as follows:

 1-7           Sec. 521.275.  DRIVING SAFETY COURSE.  The department may not

 1-8     renew a driver's license of an applicant who is not eligible for

 1-9     renewal by mail under Section 521.274(b)(3) unless within the four

1-10     years preceding the date of the renewal application the applicant

1-11     has successfully completed a driving safety course approved under

1-12     the Texas Driver and Traffic Safety Education Act (Article

1-13     4413(29c), Vernon's Texas Civil Statutes).

1-14           SECTION 2.  The change in law made by this Act applies only

1-15     to a renewal of a driver's license for which an application is

1-16     filed on or after the effective date of this Act.  A renewal for

1-17     which an application is filed before the effective date of this Act

1-18     is governed by the law in effect when the application was filed,

1-19     and the former law is continued in effect for that purpose.

1-20           SECTION 3.  This Act takes effect September 1, 1997.

1-21           SECTION 4. The importance of this legislation and the crowded

1-22     condition of the calendars in both houses create an emergency and

1-23     an imperative public necessity that the constitutional rule

1-24     requiring bills to be read on three several days in each house be

 2-1     suspended, and this rule is hereby suspended.
