                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to payment under contracts with the Texas Rehabilitation

 1-3     Commission for vocational rehabilitation services.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Subchapter C, Chapter 111, Human Resources Code,

 1-6     is amended by adding Section 111.061 to read as follows:

 1-7           Sec. 111.061.  CONTRACT PAYMENT.  The commission shall base

 1-8     payment under a contract for vocational rehabilitation services on

 1-9     outcome-based performance standards defined in the contract.

1-10           SECTION 2.  This Act takes effect January 1, 1998, and

1-11     applies  to each contract for vocational rehabilitation services

1-12     into which the Texas Rehabilitation Commission enters on or after

1-13     that date.  A contract for vocational rehabilitation services into

1-14     which the Texas Rehabilitation Commission enters before that date

1-15     is governed by the law as it existed immediately before the

1-16     effective date of this Act, and that law is continued in effect for

1-17     that purpose.

1-18           SECTION 3.  The importance of this legislation and the

1-19     crowded condition of the calendars in both houses create an

1-20     emergency and an imperative public necessity that the

1-21     constitutional rule requiring bills to be read on three several

1-22     days in each house be suspended, and this rule is hereby suspended.
