No. 563 75R315 CAS-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to model gang violence suppression and substance abuse 1-3 prevention curricula. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Subchapter Z, Chapter 29, Education Code, is 1-6 amended by adding Section 29.903 to read as follows: 1-7 Sec. 29.903. MODEL GANG VIOLENCE SUPPRESSION AND SUBSTANCE 1-8 ABUSE CURRICULA. (a) The State Board of Education, in 1-9 collaboration with the criminal justice division of the governor's 1-10 office, shall develop model gang violence suppression and substance 1-11 abuse prevention curricula for students in grade levels two, four, 1-12 and six. 1-13 (b) The board and the criminal justice division shall design 1-14 each model curriculum to: 1-15 (1) be compatible with state curriculum frameworks for 1-16 social studies and English language arts; and 1-17 (2) address issues concerning: 1-18 (A) ethnic diversity; and 1-19 (B) students who, under Section 29.081(d), are 1-20 considered to be at risk of dropping out of school. 1-21 (c) The agency shall make the model curricula available to 1-22 each school district and regional education service center. 1-23 (d) The criminal justice division shall develop and provide 1-24 for implementation of an independent method to evaluate the 2-1 effectiveness of the model curricula. 2-2 SECTION 2. The importance of this legislation and the 2-3 crowded condition of the calendars in both houses create an 2-4 emergency and an imperative public necessity that the 2-5 constitutional rule requiring bills to be read on three several 2-6 days in each house be suspended, and this rule is hereby suspended, 2-7 and that this Act take effect and be in force from and after its 2-8 passage, and it is so enacted.
