AN ACT
1-1 relating to the change of name of Corpus Christi State University
1-2 to Texas A&M University--Corpus Christi and to eliminating certain
1-3 obsolete provisions relating to the university.
1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-5 SECTION 1. Section 55.1711, Education Code, is amended to
1-6 read as follows:
1-7 Sec. 55.1711. TEXAS A&M UNIVERSITY--CORPUS CHRISTI [CORPUS
1-8 CHRISTI STATE UNIVERSITY]. (a) The board of regents of The Texas
1-9 A&M University System may acquire, purchase, construct, improve,
1-10 enlarge, and equip property, buildings, structures, and facilities
1-11 for Texas A&M University--Corpus Christi [Corpus Christi State
1-12 University], including a classroom, a laboratory, and an office
1-13 facility; a central heating and air conditioning plant; roads,
1-14 sidewalks, landscaping, and related infrastructure; and a physical
1-15 education instructional facility. The board may finance said
1-16 facilities through the issuance of bonds pursuant to this
1-17 subchapter and in accordance with its existing system-wide revenue
1-18 financing program and may pledge irrevocably to the payment of such
1-19 bonds all or any part of the aggregate amount of student tuition
1-20 charges required or authorized by law to be imposed on students
1-21 enrolled at Texas A&M University--Corpus Christi [Corpus Christi
1-22 State University]; and the amount of any pledge so made shall never
1-23 be reduced or abrogated while such bonds, or bonds issued to refund
2-1 such bonds, are outstanding. Bonds issued pursuant to this
2-2 subsection may not be issued in an aggregate principal amount
2-3 exceeding $30 million.
2-4 (b) The bonds issued hereunder and the facilities financed
2-5 thereby shall be subject to all approvals then required by law.
2-6 SECTION 2. Subdivision (3), Section 61.003, Education Code,
2-7 is amended to read as follows:
2-8 (3) "General academic teaching institution" means The
2-9 University of Texas at Austin; The University of Texas at El Paso;
2-10 The University of Texas of the Permian Basin; The University of
2-11 Texas at Dallas; The University of Texas at San Antonio; Texas A&M
2-12 University, Main University; The University of Texas at Arlington;
2-13 Tarleton State College; Prairie View Agricultural and Mechanical
2-14 College; Texas Maritime Academy; Texas Tech University; University
2-15 of North Texas; Lamar University; Texas A&I University; Texas A&M
2-16 University--Corpus Christi; Texas Woman's University; Texas
2-17 Southern University; Midwestern University; University of Houston;
2-18 Pan American University; The University of Texas at Brownsville;
2-19 East Texas State University; Sam Houston State University;
2-20 Southwest Texas State University; West Texas State University;
2-21 Stephen F. Austin State University; Sul Ross State University;
2-22 Angelo State University; Tyler State College; and any other
2-23 college, university, or institution so classified as provided in
2-24 this chapter or created and so classified, expressly or impliedly,
2-25 by law.
3-1 SECTION 3. Subchapter E, Chapter 87, Education Code, is
3-2 amended to read as follows:
3-3 SUBCHAPTER E. TEXAS A&M UNIVERSITY--CORPUS CHRISTI
3-4 [CORPUS CHRISTI STATE UNIVERSITY]
3-5 Sec. 87.401. ESTABLISHMENT; SCOPE. (a) Texas A&M
3-6 University--Corpus Christi [Corpus Christi State University] is a
3-7 coeducational educational institution located in the city of Corpus
3-8 Christi. The upper-level institution is a component institution of
3-9 The Texas A&M University System and is under the management and
3-10 control of the board of regents of The Texas A&M University System.
3-11 (b) The board has the same powers and duties concerning
3-12 Texas A&M University--Corpus Christi [Corpus Christi State
3-13 University] as are conferred on it by statute concerning Texas A&M
3-14 University.
3-15 Sec. 87.402. Courses and Degrees; Rules; Joint Appointments.
3-16 (a) The board, with the approval of the Texas Higher Education
3-17 Coordinating Board, may prescribe courses leading to customary
3-18 degrees as are offered at leading American educational institutions
3-19 and may award those degrees, including baccalaureate, master's, and
3-20 doctoral degrees and their equivalents.
3-21 (b) A new department, school, or degree program may not be
3-22 instituted without the prior approval of the Texas Higher Education
3-23 Coordinating Board.
3-24 (c) The board shall adopt other rules for the operation,
3-25 control, and management of the institution, including the
4-1 determination of the number of students that may be admitted to any
4-2 school, college, or degree-granting program, as may be necessary
4-3 for the conduct of the institution as one of the first class.
4-4 (d) The board may make joint faculty appointments in Texas
4-5 A&M University--Corpus Christi [Corpus Christi State University]
4-6 and in other institutions under its governance. The salary of a
4-7 person who receives a joint appointment shall be apportioned to the
4-8 appointing institution on the basis of services rendered.
4-9 [Sec. 87.403. ADMISSION STANDARDS. Admission standards at
4-10 Corpus Christi State University for freshman- and sophomore-level
4-11 students must be comparable to the admission standards for
4-12 freshman- and sophomore-level students at public senior colleges
4-13 and universities that are members of the Southwest Conference.]
4-14 [Sec. 87.404. LIMITATIONS. (a) Corpus Christi State
4-15 University may not offer freshman and sophomore courses until the
4-16 fall semester, 1994.]
4-17 [(b) Freshman enrollment at Corpus Christi State University
4-18 shall be limited to:]
4-19 [(1) 400 students for 1994; and]
4-20 [(2) 500 students for 1995, unless a total enrollment
4-21 increase of 300 or more students occurs between the fall semester
4-22 of 1993 and the fall semester of 1994 at Texas A & I University and
4-23 at Del Mar College.]
4-24 SECTION 4. (a) A reference in law to Corpus Christi State
4-25 University means Texas A&M University--Corpus Christi.
5-1 (b) An appropriation for the use and benefit of Corpus
5-2 Christi State University is available for the use and benefit of
5-3 Texas A&M University--Corpus Christi.
5-4 SECTION 5. The importance of this legislation and the
5-5 crowded condition of the calendars in both houses create an
5-6 emergency and an imperative public necessity that the
5-7 constitutional rule requiring bills to be read on three several
5-8 days in each house be suspended, and this rule is hereby suspended,
5-9 and that this Act take effect and be in force from and after its
5-10 passage, and it is so enacted.
