 1-2 commemorative items relating to the state.

 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5 adding Section 2172.006 to read as follows:

 1-6 Sec. 2172.006. MANUFACTURE AND SALE OF CERTAIN COMMEMORATIVE

 1-7 ITEMS. (a) Notwithstanding any other provision of law, the

 1-8 commission may negotiate and contract with a privately owned

 1-9 business entity for the design and manufacture of:

1-10 (1) an official state lapel pin for purchase by

1-11     members and former members of the house of representatives;

1-12 (2) an official state lapel pin for purchase by

1-13     members and former members of the senate;

1-14 (3) an official state ring for purchase by members and

1-15 former members of the house of representatives; and

1-16 (4) an official state ring for purchase by members and

1-17 former members of the senate.

1-18 (b) The commission must submit any design of an official

1-19 state lapel pin or ring to the State Preservation Board for its

1-20     approval.

1-21 (c) Only a member or former member of the legislature may

1-22 purchase an official state lapel pin or ring manufactured under

1-23 this section. The member or former member must use the member's or

 2-1 former member's personal funds for the purchase.

 2-2 (d) The commission by rule shall establish the purchase

 2-3 price for a lapel pin or ring. After payment of amounts required

 2-4 under the contract and recovery of its costs of administering this

 2-5 section, the commission shall deposit any remaining funds received

 2-6 from the sale of items under this section to the credit of the

 2-7     Texas preservation trust fund.

 2-8 SECTION 2. This Act takes effect September 1, 1997.

 2-9 SECTION 3. The importance of this legislation and the

2-10 crowded condition of the calendars in both houses create an

2-11 emergency and an imperative public necessity that the

2-12 constitutional rule requiring bills to be read on three several

2-13 days in each house be suspended, and this rule is hereby suspended.
