                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to the design, manufacture, and sale of certain

 1-3     commemorative items relating to the state.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 2172, Government Code, is amended by

 1-6     adding Section 2172.006 to read as follows:

 1-7           Sec. 2172.006.  MANUFACTURE AND SALE OF CERTAIN COMMEMORATIVE

 1-8     ITEMS.  (a)  Notwithstanding any other provision of law, the

 1-9     commission may negotiate and contract with a privately owned

1-10     business entity for the design and manufacture of:

1-11                 (1)  an official state lapel pin for purchase by

1-12     members and former members of the legislature; and

1-13                 (2)  an official state ring for purchase by members and

1-14     former members of the legislature.

1-15           (b)  Only a member or former member of the legislature may

1-16     purchase an official state lapel pin or ring manufactured under

1-17     this section.  The member or former member must use the member's or

1-18     former member's personal funds for the purchase.

1-19           (c)  The commission shall deposit any money it receives as

1-20     royalties or profits from the sale of items under this section to

1-21     the credit of the Texas preservation trust fund.

1-22           SECTION 2.  This Act takes effect September 1, 1997.

1-23           SECTION 3.  The importance of this legislation and the

1-24     crowded condition of the calendars in both houses create an

 2-1     emergency and an imperative public necessity that the

 2-2     constitutional rule requiring bills to be read on three several

 2-3     days in each house be suspended, and this rule is hereby suspended.
