No. 819 1-2 (In the Senate - Filed February 26, 1997; March 4, 1997, read 1-3 first time and referred to Committee on Administration; 1-4 April 2, 1997, reported favorably by the following vote: Yeas 6, 1-5 Nays 1; April 2, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the design, manufacture, and sale of certain 1-9 commemorative items relating to the state. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Chapter 2172, Government Code, is amended by 1-12 adding Section 2172.006 to read as follows: 1-13 Sec. 2172.006. MANUFACTURE AND SALE OF CERTAIN COMMEMORATIVE 1-14 ITEMS. (a) Notwithstanding any other provision of law, the 1-15 commission may negotiate and contract with a privately owned 1-16 business entity for the design and manufacture of: 1-17 (1) an official state lapel pin for purchase by 1-18 members and former members of the legislature; and 1-19 (2) an official state ring for purchase by members and 1-20 former members of the legislature. 1-21 (b) Only a member or former member of the legislature may 1-22 purchase an official state lapel pin or ring manufactured under 1-23 this section. The member or former member must use the member's or 1-24 former member's personal funds for the purchase. 1-25 (c) The commission shall deposit any money it receives as 1-26 royalties or profits from the sale of items under this section to 1-27 the credit of the Texas preservation trust fund. 1-28 SECTION 2. This Act takes effect September 1, 1997. 1-29 SECTION 3. The importance of this legislation and the 1-30 crowded condition of the calendars in both houses create an 1-31 emergency and an imperative public necessity that the 1-32 constitutional rule requiring bills to be read on three several 1-33 days in each house be suspended, and this rule is hereby suspended. 1-34 * * * * *
