No. 832 75R5061 CAG-F A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to authority of certain institutions of higher education 1-3 to establish and maintain podiatry schools. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. Chapter 87, Education Code, is amended by adding 1-6 Subchapter J to read as follows: 1-7 SUBCHAPTER J. PODIATRY SCHOOL 1-8 Sec. 87.851. ESTABLISHMENT OF SCHOOL. (a) Subject to 1-9 Section 61.051(e), the board of regents of The Texas A&M University 1-10 System may establish and maintain a school of podiatry at any 1-11 location in the state. 1-12 (b) The board shall designate the name of the school. 1-13 (c) The board may provide for the teaching and training of 1-14 podiatry students, podiatry technicians, and other technicians in 1-15 the practice of podiatry. 1-16 Sec. 87.852. COURSES AND DEGREES. The board may: 1-17 (1) prescribe courses leading to customary degrees 1-18 offered in other leading American podiatry schools; and 1-19 (2) award those degrees. 1-20 Sec. 87.853. RULES. The board may adopt rules for the 1-21 conduct of the school that are necessary for the conduct of a 1-22 professional school of the first class, including a rule 1-23 prescribing the number of students to be admitted to a 1-24 degree-granting program. 2-1 Sec. 87.854. AFFILIATION AGREEMENTS; JOINT APPOINTMENTS. 2-2 (a) The board may enter into an affiliation or coordination 2-3 agreement with another entity or institution if the agreement is 2-4 reasonably necessary or desirable for the conduct of a professional 2-5 school of the first class. 2-6 (b) The board may make joint appointments in other 2-7 institutions under its governance. 2-8 (c) The salary of a person who receives a joint appointment 2-9 shall be apportioned to the appointing institutions on the basis of 2-10 services rendered. 2-11 Sec. 87.855. GIFTS AND GRANTS. The governing board may 2-12 accept and administer on terms it considers satisfactory a gift or 2-13 grant of money or property for the benefit of the school. 2-14 SECTION 2. Chapter 105, Education Code, is amended by adding 2-15 Subchapter I to read as follows: 2-16 SUBCHAPTER I. PODIATRY SCHOOL 2-17 Sec. 105.201. ESTABLISHMENT OF SCHOOL. (a) Subject to 2-18 Section 61.051(e), the board of regents of the University of North 2-19 Texas may establish and maintain a school of podiatry at any 2-20 location in the state. 2-21 (b) The board shall designate the name of the school. 2-22 (c) The board may provide for the teaching and training of 2-23 podiatry students, podiatry technicians, and other technicians in 2-24 the practice of podiatry. 2-25 Sec. 105.202. COURSES AND DEGREES. The board may: 2-26 (1) prescribe courses leading to customary degrees 2-27 offered in other leading American podiatry schools; and 3-1 (2) award those degrees. 3-2 Sec. 105.203. RULES. The board may adopt rules for the 3-3 conduct of the school that are necessary for the conduct of a 3-4 professional school of the first class, including a rule 3-5 prescribing the number of students to be admitted to a 3-6 degree-granting program. 3-7 Sec. 105.204. The importance of this legislation and the 4-27 crowded condition of the calendars in both houses create an 5-1 emergency and an imperative public necessity that the 5-2 constitutional rule requiring bills to be read on three several 5-3 days in each house be suspended, and this rule is hereby suspended, 5-4 and that this Act take effect and be in force from and after its 5-5 passage, and it is so enacted.
