No. 843 1-2 (In the Senate - Filed February 27, 1997; March 4, 1997, read 1-3 first time and referred to Committee on International Relations, 1-4 Trade, and Technology; March 13, 1997, reported favorably by the 1-5 following vote: Yeas 9, Nays 0; March 13, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to requiring the Texas Natural Resource Conservation 1-9 Commission to study a tracking system for hazardous waste required 1-10 to be returned to the United States under the La Paz Agreement. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. The Texas Natural Resource Conservation 1-13 Commission shall: 1-14 (1) conduct a study of the cost and effectiveness of 1-15 an electronic tracking system to track the quantity of hazardous 1-16 waste required to be returned to the United States under the terms 1-17 of the La Paz Agreement; and 1-18 (2) not later than January 15, 1999, submit to the 1-19 governor, the lieutenant governor, the speaker of the house, and 1-20 both houses of the legislature a report containing the results of 1-21 the study. 1-22 SECTION 2. The importance of this legislation and the 1-23 crowded condition of the calendars in both houses create an 1-24 emergency and an imperative public necessity that the 1-25 constitutional rule requiring bills to be read on three several 1-26 days in each house be suspended, and this rule is hereby suspended, 1-27 and that this Act take effect and be in force from and after its 1-28 passage, and it is so enacted. 1-29 * * * * *
