                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to fire fighters employed by certain port authorities.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  Section 61.174(a), Water Code, is amended to read

 1-4     as follows:

 1-5           (a)  The Commission may employ all persons necessary for the

 1-6     construction, maintenance, operation, and development of the

 1-7     business and facilities of the district and may prescribe their

 1-8     duties and fix their compensation.  Notwithstanding the provision

 1-9     of Local Government Code $143.002, a commission located in a county

1-10     with a population of 2.2 million or more must employ, supervise and

1-11     compensate fire fighters in accordance with the requirements of

1-12     Local Government Code Chapter 143, Subchapters A-F.

1-13           Section 2.  This act takes effect June 3, 1997.

1-14           SECTION 3.  The importance of this legislation and the

1-15     crowded condition of the calendars in both houses create an

1-16     emergency and an imperative public necessity that the

1-17     constitutional rule requiring bills to be read on three several

1-18     days in each house be suspended, and this rule is hereby suspended,

1-19     and that this Act take effect and be in force according to its

1-20     terms, and it is so enacted.
