                                A BILL TO BE ENTITLED

 1-1                                   AN ACT

 1-2     relating to a cost-of-living adjustment in pay for firefighters and

 1-3     certain police officers.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Section 143.110, Local Government Code, is

 1-6     amended by adding Subsection (c) to read as follows:

 1-7           (c)  In addition to the base salary and any applicable type

 1-8     of pay received under Subsection (b), each police officer in the

 1-9     classified rank of patrolmen and each fire fighter is entitled to

1-10     an annual cost-of-living adjustment in pay that is computed by

1-11     multiplying the fire fighter's or patrolman's total pay by the

1-12     percentage increase for the previous year in the Consumer Price

1-13     Index for All Urban Consumers published by the Bureau of Labor

1-14     Statistics of the United States Department of Labor.  Fire fighters

1-15     and patrolmen are entitled to receive the adjusted pay beginning

1-16     with the first pay period that begins after the date that the

1-17     Bureau of Labor Statistics officially announces the necessary

1-18     information.

1-19           SECTION 2.  (a)  This Act takes effect September 1, 1997.

1-20           (b)  The change in law made by this Act applies only to a pay

1-21     period that begins on or after that date.

1-22           SECTION 3.  The importance of this legislation and the

1-23     crowded condition of the calendars in both houses create an

1-24     emergency and an imperative public necessity that the

 2-1     constitutional rule requiring bills to be read on three several

 2-2     days in each house be suspended, and this rule is hereby suspended.
