                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to exemptions from certain county civil service systems.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  Section 158.013(b), Local Government Code, is

 1-4     amended to read as follows:

 1-5           (b)  This subchapter does not apply to:

 1-6                 (1)  assistant district attorneys, investigators, or

 1-7     other employees of a district or criminal district attorney, except

 1-8     as provided by Section 158.007;

 1-9                 (2)  the official shorthand reporter of a court; [or]

1-10                 (3)  an elected or appointed officer under the

1-11     constitution; or

1-12                 (4)  a deputy constable.

1-13           SECTION 2.  This Act takes effect September 1, 1997.  A

1-14     deputy constable is not covered after that date by a civil service

1-15     system created under Subchapter A, Chapter 158, Local Government

1-16     Code.

1-17           SECTION 3.  The importance of this legislation and the

1-18     crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended.
