                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the County Road Department.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  Amend Subchapter D, Chapter 252, Transportation

 1-4     Code by adding a new Section 252.314 to read as follows:

 1-5           Section 252.314.  COUNTY MASTER DRAINAGE PLAN.  In a county

 1-6     with a population of 190,000 or more, which borders the Gulf of

 1-7     Mexico, the commissioners court may require the county road

 1-8     engineer to prepare and coordinate a county master drainage plan.

 1-9     The commissioners court may adopt regulations to implement the

1-10     county master drainage plan.

1-11           SECTION 2.  This Act takes effect on September 1, 1997.

1-12           SECTION 3.  The importance of this legislation and the

1-13     crowded condition of the calendars in both houses create an

1-14     emergency and an imperative public necessity that the

1-15     constitutional rule requiring bills to be read on three several

1-16     days in each house be suspended, and this rule is hereby suspended.
