                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to academic testing of students in proprietary schools.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  Section 132.063, Education Code, is amended to

 1-4     read as follows:

 1-5           Sec. 132.063.  APPROVED DEGREES; ACADEMIC TESTING.  (a)  A

 1-6     proprietary school may offer a degree approved by the Texas Higher

 1-7     Education Coordinating Board.

 1-8           (b)  The Texas Higher Education Coordinating Board may not

 1-9     require a student of a proprietary school to take or pass the test

1-10     adopted by the board under Section 51.306 or a similar test in

1-11     order to receive a degree.

1-12           SECTION 2.  The importance of this legislation and the

1-13     crowded condition of the calendars in both houses create an

1-14     emergency and an imperative public necessity that the

1-15     constitutional rule requiring bills to be read on three several

1-16     days in each house be suspended, and this rule is hereby suspended,

1-17     and that this Act take effect and be in force from and after its

1-18     passage, and it is so enacted.

1-20           Amend S.B. No. 1306 in SECTION 1 of the bill, in proposed

1-21     Section 132.063(b), Education Code (page 1, line 11, engrossed

1-22     printing), by striking "degree" and substituting "certificate".
