                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the Texas Interagency Council for the Homeless.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  Section 2307.002(a), Government Code, is amended

 1-4     to read as follows:

 1-5           Sec. 2307.002.  Membership.  (a)  The Texas Interagency

 1-6     Council for the Homeless is composed of:

 1-7                 (1)  one representative from each of the following

 1-8     agencies, appointed by the administrative head of that agency:

 1-9                       (A)  the Texas Department of Health;

1-10                       (B)  the Texas Department of Human Services;

1-11                       (C)  the Texas Department of Mental Health and

1-12     Mental Retardation;

1-13                       (D)  the Texas Department of Criminal Justice;

1-14                       (E)  the Texas Department on Aging;

1-15                       (F)  the Texas Rehabilitation Commission;

1-16                       (G)  the Central Education Agency;

1-17                       (H)  the Texas Commission on Alcohol and Drug

1-18     Abuse;

1-19                       (I)  the Department of Protective and Regulatory

1-20     Services;

1-21                       (J)  the Health and Human Services Commission;

 2-1                       [(K)  the Texas Employment Commission;]

 2-2                       (K) [(L)]  the Texas Youth Commission; and

 2-3                       (L) [(M)]  the Texas Veterans Commission.[; and]

 2-4                       [(N)  the workforce development division of the

 2-5     Texas Department of Commerce;]

 2-6                 (2)  one representative from the office of the

 2-7     comptroller appointed by the comptroller;

 2-8                 (4)  three members representing service providers to

 2-9     the homeless, one each appointed by the governor, the lieutenant

2-10     governor, and the speaker of the house of representatives; and

2-11                 (5)  two members from the Texas Workforce Commission,

2-12     representing job training and unemployment programs, appointed by

2-13     the director.

2-14           SECTION 2.  This Act takes effect September 1, 1997.

2-15           SECTION 3.  The importance of this legislation and the

2-16     crowded condition of the calendars in both houses create an

2-17     emergency and an imperative public necessity that the

2-18     constitutional rule requiring bills to be read on three several

2-19     days in each house be suspended, and this rule is hereby suspended.
