AN ACT
1-1 relating to title to materials and equipment in the state library
1-2 system.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Subsection (e), Section 441.136, Government Code,
1-5 is amended to read as follows:
1-6 (e) The commission shall include in its rules provisions
1-7 necessary to ensure compliance with the standard financial
1-8 management conditions developed under Chapter 783 with regard to
1-9 the purchasing of library materials and equipment [that title to
1-10 library materials and equipment that have a cost for each unit of
1-11 less than $300 and that are purchased with funds appropriated under
1-12 this subchapter is held by the library for which the materials and
1-13 equipment were purchased, and that title to materials and equipment
1-14 that have a cost for each unit of $300 or more is held by the Texas
1-15 State Library].
1-16 SECTION 2. This Act takes effect September 1, 1997.
1-17 SECTION 3. The importance of this legislation and the
1-18 crowded condition of the calendars in both houses create an
1-19 emergency and an imperative public necessity that the
1-20 constitutional rule requiring bills to be read on three several
1-21 days in each house be suspended, and this rule is hereby suspended.
