                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to an appropriation to the Texas Department of Human

 1-2     Services.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  In addition to other appropriations for the

 1-5     fiscal biennium beginning September 1, 1997, any unexpended and

 1-6     unobligated balance remaining on August 31, 1997, in the general

 1-7     revenue fund appropriation made to the Texas Department of Criminal

 1-8     Justice in Chapter 1063, Acts of the 74th Legislature, 1995 (the

 1-9     General Appropriations Act) in item C.1.4., Managed Health Care, at

1-10     page V-14, is reappropriated to the Texas Department of Human

1-11     Services for the biennium beginning September 1, 1997, for the

1-12     purpose of providing services to promote the naturalization of

1-13     legal immigrants permanently residing in this state and to provide

1-14     temporary emergency aid to those immigrants at risk of hunger or

1-15     homelessness because of the loss of federal financial assistance.

1-16           SECTION 2.  This Act takes effect September 1, 1997.

1-17           SECTION 3.  The importance of this legislation and the

1-18     crowded condition of the calendars in both houses create an

1-19     emergency and an imperative public necessity that the

1-20     constitutional rule requiring bills to be read on three several

1-21     days in each house be suspended, and this rule is hereby suspended.
