                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the disposition of the City of Lubbock's

 1-2     auditorium-coliseum complex located on real property conveyed to

 1-3     the City of Lubbock by Texas Tech University.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 185, Acts of the 48th Legislature, 1943,

 1-6     is amended by adding Section 3A to read as follows:

 1-7           SECTION 3A.  The City of Lubbock and Texas Tech University

 1-8     may enter into any agreement or agreements and execute any

 1-9     conveyances that are mutually satisfactory to the board of regents

1-10     of Texas Tech University and to the City Council of the City of

1-11     Lubbock with regard to the continued use, lease, or demolition of

1-12     all or part of the auditorium-coliseum complex that has been

1-13     constructed and to the use or lease of the land that has been

1-14     conveyed, leased, or on which easements have been granted, pursuant

1-15     to Section 1 of this Act; provided, however, that prior to the

1-16     demolition of all or part of the auditorium-coliseum the City of

1-17     Lubbock shall obtain the approval of the voters at an election

1-18     called for such purpose.

1-19           SECTION 2.  If any section, sentence, clause, phrase, or part

1-20     of this Act shall be held to be invalid for any reason, such

1-21     invalidity shall not affect the remainder of the Act.

1-22           SECTION 3.  All laws and parts of laws in conflict herewith

1-23     are hereby expressly repealed to the extent of such conflict.

 2-1           SECTION 4.  The importance of this legislation and the

 2-2     crowded condition of the calendars in both houses create an

 2-3     emergency and an imperative public necessity that the

 2-4     constitutional rule requiring bills to be read on three several

 2-5     days in each house be suspended, and this rule is hereby suspended,

 2-6     and that this Act take effect and be in force from and after its

 2-7     passage, and it is so enacted.
