 1-6                            A BILL TO BE ENTITLED

 1-7                                   AN ACT

 1-8     relating to the disposition of the City of Lubbock's

 1-9     auditorium-coliseum complex located on real property conveyed to

1-10     the City of Lubbock by Texas Tech University.

1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

1-12           SECTION 1.  Chapter 185, Acts of the 48th Legislature, 1943,

1-13     is amended by adding Section 3A to read as follows:

1-14           SECTION 3A.  The City of Lubbock and Texas Tech University

1-15     may enter into any agreement or agreements and execute any

1-16     conveyances that are mutually satisfactory to the board of regents

1-17     of Texas Tech University and to the City Council of the City of

1-18     Lubbock with regard to the continued use, lease, or demolition of

1-19     all or part of the auditorium-coliseum complex that has been

1-20     constructed and to the use or lease of the land that has been

1-21     conveyed, leased, or on which easements have been granted, pursuant

1-22     to Section 1 of this Act; provided, however, that prior to the

1-23     demolition of all or part of the auditorium-coliseum the City of

1-24     Lubbock shall obtain the approval of the voters at an election

1-25     called for such purpose.

1-26           SECTION 2.  If any section, sentence, clause, phrase, or part

1-27     of this Act shall be held to be invalid for any reason, such

1-28     invalidity shall not affect the remainder of the Act.

1-29           SECTION 3.  All laws and parts of laws in conflict herewith

1-30     are hereby expressly repealed to the extent of such conflict.

1-31           SECTION 4.  The importance of this legislation and the

1-32     crowded condition of the calendars in both houses create an

1-33     emergency and an imperative public necessity that the

1-34     constitutional rule requiring bills to be read on three several

1-35     days in each house be suspended, and this rule is hereby suspended,

1-36     and that this Act take effect and be in force from and after its

1-37     passage, and it is so enacted.
