                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the terms of office of the members of and the

 1-2     composition of the Crime Stoppers Advisory Council.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Subsections (b) and (c), Section 414.002,

 1-5     Government Code, are amended to read as follows:

 1-6           (b)  The council consists of seven [five] members appointed

 1-7     by the governor with the advice and consent of the senate.  At

 1-8     least four [three] members must be persons who have participated in

 1-9     a local crime stoppers program.

1-10           (c)  Members of the council serve staggered terms of four

1-11     years with the terms of the members expiring on February 1 of

1-12     odd-numbered years.  [The term of office of a member is two years.]

1-13           SECTION 2.  Promptly after this Act takes effect, the

1-14     governor shall appoint two additional members to the Crime Stoppers

1-15     Advisory Council and adjust the terms of the current members.  In

1-16     appointing the additional members, the governor shall appoint two

1-17     persons to a term expiring February 1, 2001.  In adjusting the

1-18     terms of the current members, the terms of three members shall

1-19     expire on February 1, 1999, and the terms of two members shall

1-20     expire on February 1, 2001.

1-21           SECTION 3.  The importance of this legislation and the

1-22     crowded condition of the calendars in both houses create an

1-23     emergency and an imperative public necessity that the

 2-1     constitutional rule requiring bills to be read on three several

 2-2     days in each house be suspended, and this rule is hereby suspended.
