                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the regulation of drinking water at certain youth

 1-2     camps.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Subchapter C, Chapter 341, Health and Safety

 1-5     Code, is amended by adding Section 341.051 to read as follows:

 1-6           Sec. 341.051.  WATER SUPPLIES AT YOUTH CAMPS.  (a)  This

 1-7     subchapter does not apply to drinking water supplied by a youth

 1-8     camp to staff and campers at the camp and their visitors.

 1-9           (b)  The department shall regulate the water supply at a

1-10     youth camp as provided by Section 141.009 and rules adopted by the

1-11     board under that section.  Those rules must comply with the federal

1-12     Safe Drinking Water Act (42 U.S.C. Section 300f et seq.).

1-13           (c)  Youth camp drinking water shall be classified as being

1-14     furnished for private use, regardless of the number of persons for

1-15     whom water is supplied, and shall not be resold to any other entity

1-16     for any purpose.

1-17           (d)  This section applies only to those youth camps currently

1-18     licensed and approved by the department.

1-19           SECTION 2.  The importance of this legislation and the

1-20     crowded condition of the calendars in both houses create an

1-21     emergency and an imperative public necessity that the

1-22     constitutional rule requiring bills to be read on three several

1-23     days in each house be suspended, and this rule is hereby suspended,

 2-1     and that this Act take effect and be in force from and after its

 2-2     passage, and it is so enacted.
