 1-6                            A BILL TO BE ENTITLED

 1-7                                   AN ACT

 1-8     relating to the regulation of drinking water at certain youth

 1-9     camps.

1-10           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

1-11           SECTION 1.  Subchapter C, Chapter 341, Health and Safety

1-12     Code, is amended by adding Section 341.051 to read as follows:

1-13           Sec. 341.051.  WATER SUPPLIES AT YOUTH CAMPS.  (a)  This

1-14     subchapter does not apply to drinking water supplied by a youth

1-15     camp to staff and campers at the camp and their visitors.

1-16           (b)  The department shall regulate the water supply at a

1-17     youth camp as provided by Section 141.009 and rules adopted by the

1-18     board under that section.  Those rules must comply with the federal

1-19     Safe Drinking Water Act (42 U.S.C. Section 300f et seq.).

1-20           (c)  Youth camp drinking water shall be classified as being

1-21     furnished for private use, regardless of the number of persons for

1-22     whom water is supplied.

1-23           (d)  This section applies only to those youth camps currently

1-24     licensed and approved by the department.

1-25           SECTION 2.  The importance of this legislation and the

1-26     crowded condition of the calendars in both houses create an

1-27     emergency and an imperative public necessity that the

1-28     constitutional rule requiring bills to be read on three several

1-29     days in each house be suspended, and this rule is hereby suspended,

1-30     and that this Act take effect and be in force from and after its

1-31     passage, and it is so enacted.
