                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the authority of local workforce boards regarding

 1-2     staffing and evaluations.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 2308.267, Government Code, is amended by

 1-5     adding Subsection (e) to read as follows:

 1-6           (e)  Nothing in this section prohibits the designation of a

 1-7     single individual or entity to provide staff services to a board

 1-8     and carry out any or all of the outreach, information, intake,

 1-9     assessment, eligibility determination, referral, and case

1-10     management functions associated with the operation of a career

1-11     development center, provided the board arranges for an independent

1-12     evaluation of such functions provided by the individual or entity.

1-13           SECTION 2.  The importance of this legislation and the

1-14     crowded condition of the calendars in both houses create an

1-15     emergency and an imperative public necessity that the

1-16     constitutional rule requiring bills to be read on three several

1-17     days in each house be suspended, and this rule is hereby suspended,

1-18     and that this Act take effect and be in force from and after its

1-19     passage, and it is so enacted.
