                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to enforcement of laws relating to parking by persons with

 1-2     disabilities.

 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-4           SECTION 1.  Section 681.006, Transportation Code, is amended

 1-5     by adding Subsection (e) to read as follows:

 1-6           (e)  This section does not permit the owner of a vehicle to

 1-7     be exempt from payment of fees or penalties imposed by governmental

 1-8     units for parking in parking garages or other parking lots located

 1-9     within the boundaries of municipal airports.

1-10           SECTION 2.  This Act takes effect September 1, 1997.

1-11           SECTION 3.  The importance of this legislation and the

1-12     crowded condition of the calendars in both houses create an

1-13     emergency and an imperative public necessity that the

1-14     constitutional rule requiring bills to be read on three several

1-15     days in each house be suspended, and this rule is hereby suspended.
