                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the donation of land to the Texas Department of

 1-2     Transportation for the purpose of construction and maintenance of

 1-3     certain roadways.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Chapter 280, Transportation Code, is amended by

 1-6     adding Section 280.002 to read as follows:

 1-7           Sec. 280.002.  Donation of property for the construction and

 1-8     maintenance of certain roadways.

 1-9           The Texas Department of Transportation may accept a donation

1-10     of land from a private individual, entity or county, and may

1-11     contract with the county to construct service and access roads to

1-12     United States or Interstate Highways, provided that the resulting

1-13     roadwork meets construction standards established by the Texas

1-14     Department of Transportation.

1-15           SECTION 2.  Title 6, Transportation Code, is amended by

1-16     adding Chapter 317 to read as follows:

1-17           Chapter 317.  Donation of property for the construction and

1-18     maintenance of certain roadways.

1-19           The Texas Department of Transportation may accept a donation

1-20     of land from a private individual, entity or municipality, and may

1-21     contract with the municipality to construct service and access

 2-1     roads to United States or Interstate Highways, provided that the

 2-2     resulting roadwork meets construction standards established by the

 2-3     Texas Department of Transportation.

 2-4           SECTION 3.  The importance of this legislation and the

 2-5     crowded condition of the calendars of both houses create an

 2-6     emergency and an imperative public necessity that the

 2-7     constitutional rule requiring bills to be read on three several

 2-8     days in each house be suspended, and this rule is hereby suspended,

 2-9     and that this Act take effect and be in force from and after its

2-10     passage, and it is so enacted.
