                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to an appropriation to the Texas Workforce Commission.

 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-3           SECTION 1.  In addition to other amounts appropriated for the

 1-4     fiscal biennium beginning September 1, 1997, the sum of $200

 1-5     million is appropriated to the Texas Workforce Commission for that

 1-6     biennium from the general revenue fund for the purpose of financing

 1-7     child-care services.

 1-8           SECTION 2.  The importance of this legislation and the

 1-9     crowded condition of the calendars in both houses create an

1-10     emergency and an imperative public necessity that the

1-11     constitutional rule requiring bills to be read on three several

1-12     days in each house be suspended, and this rule is hereby suspended.
