                                A BILL TO BE ENTITLED

                                       AN ACT

 1-1     relating to the repeal of the authority to abolish certain

 1-2     conservation and reclamation districts that become part of more

 1-3     than one municipality.

 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

 1-5           SECTION 1.  Sections 43.077 and 43.078, Local Government

 1-6     Code, are repealed.

 1-7           SECTION 2.  (a)  This Act takes effect September 1, 1997.

 1-8           (b)  The change in law made by this Act does not apply to a

 1-9     conservation and reclamation district all the territory of which is

1-10     included in more than one municipality before September 1, 1997,

1-11     and the former law is continued in effect for purposes of

1-12     abolishing such a district.

1-13           SECTION 3.  The importance of this legislation and the

1-14     crowded condition of the calendars in both houses create an

1-15     emergency and an imperative public necessity that the

1-16     constitutional rule requiring bills to be read on three several

1-17     days in each house be suspended, and this rule is hereby suspended.
