No. 1888 1-2 (In the Senate - Filed March 14, 1997; March 24, 1997, read 1-3 first time and referred to Committee on Natural Resources; 1-4 April 7, 1997, reported favorably by the following vote: Yeas 10, 1-5 Nays 0; April 7, 1997, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the repeal of the authority to abolish certain 1-9 conservation and reclamation districts that become part of more 1-10 than one municipality. 1-11 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-12 SECTION 1. Sections 43.077 and 43.078, Local Government 1-13 Code, are repealed. 1-14 SECTION 2. (a) This Act takes effect September 1, 1997. 1-15 (b) The change in law made by this Act does not apply to a 1-16 conservation and reclamation district all the territory of which is 1-17 included in more than one municipality before September 1, 1997, 1-18 and the former law is continued in effect for purposes of 1-19 abolishing such a district. 1-20 SECTION 3. The importance of this legislation and the 1-21 crowded condition of the calendars in both houses create an 1-22 emergency and an imperative public necessity that the 1-23 constitutional rule requiring bills to be read on three several 1-24 days in each house be suspended, and this rule is hereby suspended. 1-25 * * * * *
